I could purchase 190,000 Hilton Honors points for $1,900 USD and receive an additional 190,000 points when a 100% bonus promotion is being offered on points purchases. If you are set on staying at the Conrad Tokyo, purchasing and redeeming points would save you $3,100 USD on your stay over paying cash, which is an unreal savings rate!
You should always search for the cost of your desired stay in both cash and points to determine if there is an opportunity to save money by purchasing and redeeming Hilton Honors points.
